A VA loan works the same in North Las Vegas as anywhere in Nevada. Near Nellis, one extra check matters: the base's noise and safety zones.

Yes. You can use a VA loan in North Las Vegas under the same VA rules as the rest of Nevada. With full entitlement (the full part of the loan VA backs), VA sets no loan cap. Your lender and the appraisal still decide how much you can borrow. The one extra step near Nellis Air Force Base is to check the base's noise and accident zones before you make an offer.

Why the zones matter. Clark County maps jet noise and crash risk around Nellis. VA's appraisal rules then add steps for homes inside those zones.

In a clear zone or an accident potential zone, you sign a statement that the location may affect the home's value and safety. In a noise zone, the appraiser must weigh the noise when setting the value. And a planned new home in a clear zone cannot get a VA appraisal at all.

Can you use a VA loan in North Las Vegas?

Yes. A VA loan in North Las Vegas follows the same VA rules as the rest of Nevada.

With full entitlement, VA sets no loan limit. Entitlement is the part of the loan VA backs. In VA.gov's words, "You don't have a loan limit." The catch is that you must afford the loan, and the appraisal must support the price.

Many buyers here are stationed at Nellis. BAH is the basic allowance for housing, the monthly military housing pay. VA's handbook tells lenders to include a verified housing allowance in your income. What are the Nellis noise and accident zones?

Clark County maps noise zones and accident zones around Nellis in its Airport Environs Overlay (an extra zoning layer on top of normal zoning).

This overlay limits what can be built near the runways and sets sound rules for new buildings. Here is how the county code states its purpose.

The overlay has 13 subdistricts. They cover five airfields: Nellis, Creech, Harry Reid International, Henderson Executive and North Las Vegas Airport. The Nellis overlay dates to Ordinance 975, effective May 23, 1986. Its current map was last amended June 3, 1998.

Noise zones use the day-night sound level, or Ldn, measured in decibels (dB). A higher number means louder. Here are the overlay zones that matter for homes.

On the county's Nellis map, the noise bands run southwest from the runways toward Craig Road, Cheyenne Avenue and Lake Mead Boulevard. They also run northeast along Interstate 15. The bands drawn on the map go from AE-65 at the outer edge to AE-75 closest to the runways. Dashed APZ outlines sit off both runway ends. The map marks both unincorporated Clark County land and City of North Las Vegas land inside the noise bands, so check which one zones your lot.

A home can sit in more than one zone, such as an APZ and AE-70. When that happens, the county applies the stricter rule.

The Air Force studies the same kind of zones in an AICUZ study, short for Air Installation Compatible Use Zone. The AICUZ report posted on the Nellis website is dated 2004. The county map is the one that sets zoning.


Does the VA appraisal check for Nellis jet noise?

Yes. On a VA loan, the appraiser must weigh how airport noise affects the home's value.

VA's Lender's Handbook, VA Pamphlet 26-7, is the rulebook lenders and appraisers follow. Chapter 12 has a topic just for homes near airports. It says appraisers must know the noise and safety zones where they work. Then it sets this rule.

Whenever a property is located near an airport, appraisers must consider the effect on value of any airport noise and select comparable sales, if available, with the same airport influence.

Comparable sales, or comps, are recent sales of similar homes nearby. So a home under the Nellis flight path should be compared with other homes under the flight path. That keeps the value fair in both directions.

What does VA require in a clear zone or accident potential zone?

For a VA loan in a clear zone or an accident potential zone, you sign a short statement. It goes on the Notice of Value, the VA appraisal result.

The statement confirms you know the location may affect the home. VA sets the exact words. Here is the one for an accident potential zone.

I am aware that the property being purchased is located in an accident potential zone and this may have an effect upon the livability, safety, value, and marketability of the property.

The clear zone statement is almost the same. It says the home is near the end of an airport runway. Signing it is a condition of the loan, not a denial.

One case is a hard stop. Proposed construction in a clear zone is not eligible. That means a home that is planned but not yet built. The appraiser must stop work and tell the lender right away. VA's chapter 10 repeats this in its list of places that cannot get an appraisal.

Can you buy a new home in a Nellis noise zone?

Sometimes. On unincorporated Clark County land, the county allows new homes in the lower Nellis noise zones if they are built to block sound. A lot inside a city follows that city's code, so ask the city.

The county bars new homes in the clear zone and APZ-1. In the two loudest noise bands, it prohibits them unless an exception applies with 35 dB of noise reduction. The rules below come from the county's use table. They apply to land the county zones, which is unincorporated Clark County.

Here is the rough math on a new home in AE-70. Outside noise in that band is 70 to 75 Ldn. The county requires a 30 dB noise level reduction, which means sound must drop by 30 dB from outside to inside.

  1. Low end. 70 minus 30 is 40.
  2. High end. 75 minus 30 is 45.
  3. Result. The target inside is roughly 40 to 45 on the same scale.

Homes built before the overlay can stay. The county's sound rules hit new habitable buildings, not remodels of older homes.

One more detail. The county requires a recorded noise disclosure form for new development near Harry Reid, Henderson Executive and North Las Vegas Airport. That list does not name Nellis. So do not count on a recorded noise notice near the base. Check the map yourself.

What if the VA appraisal comes in low near Nellis?

If the VA appraisal comes in below the price, the VA loan is based on the lower number. You can ask VA for a reconsideration of value, or you can renegotiate.

Federal law sets the cap. Under 38 U.S.C. 3710(b)(5), a VA loan cannot exceed the home's reasonable value as VA sets it. VA.gov puts it in plain words.

The maximum VA loan on an individual property is either the appraised value of the property or the purchase price, whichever is lower.

A worked example. Say you agree to buy a North Las Vegas home near the flight path.

  1. Contract price. $420,000.
  2. VA value on the Notice of Value. $410,000.
  3. The lower number. $410,000 is lower, so VA bases the loan on $410,000.
  4. The gap. $420,000 minus $410,000 is $10,000. This is the difference between price and VA value, not a down payment amount.

You then have three paths. Ask the seller to lower the price. Ask VA to reconsider the value. Or ask your agent what your contract says about a low appraisal. These figures are illustrative only and are not a quote, offer, or commitment to lend.

A reconsideration of value, or ROV, is a written request to VA to take a second look. You send it after the Notice of Value comes out. VA staff review it within 5 business days, or within 20 business days if they do a field review. If they agree, VA issues an amended Notice of Value.

Near Nellis, the best ROV support is recent sales with the same noise exposure. That matches the rule the appraiser had to follow.


How do you check a North Las Vegas address near Nellis?

Check the address against Clark County's Nellis overlay map before you write an offer.

Then find out who zones the parcel. It takes five steps.

  1. Open the map. Clark County posts the Nellis AFB Airport Environs Overlay map as Appendix G, Map 18B, on its Title 30 page.
  2. Find the zone. Look for a noise band, AE-65 to AE-75 on this map, and for the dashed APZ outlines off the runway ends.
  3. Ask who zones it. The map marks lines for the City of Las Vegas, the City of North Las Vegas and unincorporated Clark County. A parcel inside a city follows that city's own zoning code.
  4. Tell your lender early. Name the zone up front, so there are fewer surprises at the appraisal and on the Notice of Value.

Zone lines are drawn on a map, and a home near a line can go either way. When in doubt, ask the planning office for the parcel's zone in writing.

An existing home in AE-70 can get a VA appraisal. The appraiser must weigh the jet noise. The county would require a 30 dB noise level reduction for a new home there.

The decision rule

A VA loan buyer near Nellis should run these five checks before touring homes.

  1. Is it a planned build in a clear zone? Then stop. VA will not appraise it.
  2. Is it in a clear zone or accident potential zone? Then expect to sign the VA statement, and think hard about resale.
  3. Is it in a noise band? Then visit at several times of day, and expect the appraiser to use comps with the same noise.
  4. Is it a new build in AE-70 or louder? Then ask the builder for proof it meets the noise rule for the parcel's own city or county.
  5. Does the VA value fall short? Then gather same-noise sales and ask for a reconsideration of value.

The bottom line

A VA loan in North Las Vegas works like a VA loan anywhere in Nevada. Full entitlement means no VA loan limit, and a verified BAH can count as income.

What is different is the land around Nellis. Clark County maps noise and accident zones there. VA adds a signed statement in clear and accident zones. It requires the appraiser to weigh the noise.
